Why screen employees in government?
- Image: The government’s image is very important. People should be able to trust the government. By screening employees, the government ensures that the employees can be trusted. This contributes to their good image.
- Complying with laws and regulations: The government has to take into account various laws and regulations, such as security regulations and privacy laws. Employment screening ensures compliance with these laws and regulations.
- Quality of service: If you are screening your employees, you can be sure that they have the required skills and qualifications for their positions.
- National security: Some functions involve working with classified information. In these functions it is important that this information is handled properly. To avoid major scandals, you must be able to rely on the integrity of your employees.

Laws and regulations for government employees
The extent to which someone is screened depends on the position. Someone who works with sensitive information will be screened for different things than someone who does not work with these kind of information.
Identity of employees
Screening the identity of employees in the Dutch government is mandatory in most cases. There are various procedures and guidelines for screening employees in the government. The aim of the Dutch government is to prevent major risks, such as fraud, spying or conflicts of interest.
Code of conduct for government employees
As a government employee, you are the calling card for society. Integrity can make or break confidence in the government. To ensure this integrity as much as possible, rules and codes of conduct have developed. To determine in advance whether the candidate you want to hire possesses integrity, an integrity check can be conducted.
Difference between VOG and VGB
The difference between a Certificate of Good Conduct (VOG) and a Certificate of No Objection (VGB) is that when applying for a VOG, no further examination is carried out beyond the available Judicial Documentation (JD). In the case of a VGB, a further look is taken and the person is being researched.
PEP, sanction lists and adverse media check
Checking a PEP check and sanctions list is also a good idea from the perspective of current laws and regulations. For example, the Money Laundering and Terrorist Financing (Prevention) Act requires financial organisations to screen their (potential) employees and partners. In addition, the Financial Supervision Act (wft) provides that in some sectors (potential) employees in integrity-sensitive positions must be screened more heavily.
PEP, sanction lists and adverse media checks include:
- Money laundering
- Committing (financial) fraud
- Financing or participating in criminal organisations and/or regimes
- Drug-related crime
